Apparently it's some sort of project where they make a site without any information on it and see what people's reactions are. I mean, it's obvious a site called 'eon8' has to be alien linked. Or terrorist linked. Or CIA linked. Or whatnot.

If you are talking about above mentioned site, then its secret has been revealed. It was a part of a an experiment to see how public reacts to unknown. Therefore, it was made black & had a timer so that to create suspense in public.
Yeah, like in that one song "Always look on the brightside of life".
