Flash/Action Scripter needed, pays 200 +!!!!

I need a flash file that takes a snap-shot from a webcam every 1 second and saves it to a server somehow with php, i need each image taken to overright the perviuse one on the server. I dont have fcs thus it has to be done in php.
I will pay 200+ Frih to have this done asap!!!

Can it be done??? Or does knowone know how to do it
