now i am using windows xp, now it is not a problem,

Some devices are supported natively by Windows 98 and some are not. If you are being prompted to install hardware, check to see if the manufacturer has a driver for Windows 98. The device may not be supported. Windows 98 is 8 years old now so drivers are getting harder to find.

In order to use your pen drive on win98 you will need the drivers for that device to be installed. This will be a USB driver + a Mass storage device driver. These are usually supplied by the vendor while shipping the device or online(like in case of sandisk).Once you have the drivers you can install them and use it with win 98.
Hope this will help.
