We need a bit more information.
What verison of Windows (NT, 2000, 2003, XP)? Is the account in question a local machine account or a domain account? Do you have another account with admin rights? psoft
If you are using Windoze XP,have Administrative rights & like GUI more go to Control Panel choose accounts option & rightaway you can set new password there

If you're already logged into an account, hit "Start", then "Log Off". Choose the "Log Off" option. When you're taken to the list where you can choose an account to login to, press "Ctrl" + "Alt" + "Delete" simotaniously two times in a row. The screen should turn black and you should see the dialog box to manually enter a username and password. Enter "Administrator" in the Username box and leave the password blank (if you have no password for that account) or enter the one you set. When you're logged into that account, go to the "Control Panel", and then "User Accounts" to change the password. That's my method.

i think my way is good, it never ask old password...
right click your my computer icon, and select manage select local users and group and see right side there is two folder icons named user and groups double lick users and right click administrator and set password.... is this engough.. blueray
If you are using windows server 2003 SPx and below (including windows xp SPx).
Open a command prompt and type in net user [username] [password], then press enter. Related topics
