If i can know whos see my topic, by member, by guest, how many time they see, its great. This is just my idea. Sorry if there allready way to do this, because i dont know how to

Well.... It does not get tell you exactly WHO has seen your topic, but, it does tell you how many times people have seen your topic. It's right next to the author if you need to know, under then name of "Views".

Those who view a particular thread may not want to reveal that.
Besides, such detailed log keeping will be rather taxing on the database.

totally agree
Theres is no need for this and it would be more than just 'taxing' on the database. Complete waste of storage space which could be used for something else.
