So, my ISP blocks port 2082 and has no intention of unblocking it. Is there a web proxy (on port 80) I can use to access my cpanel?

Dont think this site has a proxy service - but try using easyproxy.org - they have a web interface proxy thingy that normally works in most cases.

, easyproxy has been suspended. So ignore that option*
try http://anonymouse.ws/anonwww.html
and it should work ...

BUT If that does not work you can try using WebMin - http://www.webmin.com/
or install your own proxy - http://www.jmarshall.com/tools/cgiproxy/
CgiProxy has a remote installer - meaning that it will install the script for you if you supply the password - just remember to change your password again after the install - you never know where the information goes.

You can probably try accessing your cPanel with one of these following addresses :

http://www.yoursite.com/controlpanel/
http://www.yoursite.com/cpanel/
https://www.yoursite.com:2083

That might work, though I'm not sure.
