Webcam software with a difference needed

I want to be able to restrict access to a live webcam/chat session. I'd like to store a list of acceptable IPs or usernames and then select which of those is allowed at any given time.

I've seen plenty of software with the ability to ban IPs, but not any that only allows access to the IPs I say should have it. I also don't want to use MSN, Yahoo, or any other of the big video/IM systems for this project as I would also like to be able to stream recorded video.

Any ideas?

It's easier than you have ever thought.
A simple .htaccess file will do the trick. Just put one in your folder you want to restrict access to, containing

Allow from xxx.xxx.xxx.xxx

You may allow users from an IP range, if you specify the first three (two, one) part only, and you can put more than one line in there.
