No there isn't.
They belong to the Browser and not the Website.
IE has some "special" css properties that don't validate that will allow you to define the color's of the scrollbar if you absolutely want to.
If you want to customize the scrollbar freely you need to use flash or something similiar.

unfortunately it only works at IE... and it is not the standard,,, in creating website
