May be the Yahoo Site Creater has coded it for only Geocities Accounts..So there is a protection guard I think.Yahoo reserved this right so you can't change them(I only think)

Dangit, the only other thing I have is Dreamweaver 2. (Yes laugh, i am aware that version 8 is out)

There's many free WYSIWYG editors out there other then Yahoo Page Builder and expensive products like Dreamweaver. Do a google search and I'm sure you can find a good one with enough looking. Otherwise I suggest just getting a postnuke php site... Easier in my opinion and looks cleaner.
