The best way to learn a thing is to play around whit it, that's how i learned Photoshop! But i take some help from tutorials to but the basic thing's i learned myself! 
the best way is to learn it via the tutoeial that is bundled with it. i learnt flash 5 with it. it's excellent and comprehensive. 
Exactly. The tutorials that come with it (I think they're with the help section) are great. And after reading / doing these, just work your way up from small programs to big ones.

yea, i agree with everyone else: play with it, play again, EXPERIMENT. flash mx is a wonderful program, but there is no wonderful tutorials out there

One caveat to the 'fastest' way to learn Flash. My experience is that if you try and fly through it, you can get easily screwed by little 'gotchas'.
As a video/grafx guy with years of experience with photoshop, premiere and after effects, Flash was nonetheless, the most difficult to learn-just when I thought I had tweening mastered, I'd get a keyframe doing something weird becasue I hadn't done such and such.
Learn fast by going slow and really getting symbols and instances, nesting timelines, etc. It'll save yo9u grief in the long run. And I second the Sam's Flash in 24 hours. It's good.

I'd say definately download some flash files that comes with the tutorial online just to study how the designer constructed the animation or interactive media (eg game). That method is the best way to use if you want to learn action script which is normally used to make interactive media rather than animation.
