Well, I am glad that you like IPB so much. I am sure that they will appreciate your fine words of praise for their product. However, we are all happy with PHPBB2, it is free, as IPB is not. It is easier to use, better expandibility, an so on until ad nauseaum.
Bondings and other staff have already said they are not changing from phpbb

FRIHost is a free service, it's a huge challenge even to cover the costs involved, a ~$200 spent on IPB wouldn't be justified.
