can anyone help me with this because everytime i make a form to be mailed i try it out and it says that outlook does not accept free email accounts anymore

This is usually done with PHP...try posting it in the php forum (just below this one)
CGI is the better choice, but is not necessarily more secure. It is only more secure if the form data you submit and the e-mails you send are encrypted.
try formbuddy.com, it provides free emailing forms
