Is the Frihost able to give the point system out. I wouldn't mind putting it on my own forum. If you don't want it publicly e-mail... But only if your able to.

I believe it is a phpbb mod, that has being modified, i could be wrong. But it shouldnt be hard to make yourself, if you know PHP, or some of it.
Bondings coded it himself in php/mysql not html
