I use AceFTP, it works very well, and meets all the criteria you mention...

An FTP server is very different from an FTP Client. A list of FTP Client software is available here.
I recommend CoffeeCup Software's FTP program, its easy to use and the first one that actually worked for me.
Its free and i googled this and found alot of good reviews and download links, you should try it.

and leechftp are the few ftp programs I've use so far... i've had truoble with blaze and smart.. so i switched to smart!.. work pretty gud so far

Ftp server, if you actually want it, should be available on frihost already? But as for client, i think FileZilla works well for me
I assume you use Windows. If you really need an FTP server, consider switching to (or dual-booting with) Linux. And there you have your free FTP, WWW, file and print servers...
