fopen() gives a file with UID of apache?

How do I make it so that an fopen created file does not have the UID of apache?

That's actually why I posted that. I was trying to write a script that would go through and record the permissions for each file, store them in an array, and then run fixmod, followed by recording the information in each file, deleting them and then rewriting them with the information that was inside them. All was going well until I realized fopen() gives it a UID of Apache.
