Why is fopen-functions disabled?

The fopen-functions are apparently disabled on server 2, is this of safety reasons? If it is, could you try using some other way to keep files safe (it's included with Apache?), since I would need access to this function..

According to my phpinfo page

http://frih.net/info.php

allow_url_fopen is put on yes Rolling Eyes.
