There are all kinds of free forums that can be download for free.They are all well designed and have source code,why not download a free one.Code a forum is just a big project.
yes try to download a finished forum script...at least you can customize it for your own taste
What I did was I copied the images folder of my forum then modified the color and graphics, etc. but still according to the size and image of the graphics from the forum so that they will fit perfectly. I guess that might be the simplest way to personalize a forum without scripting it but at least I got to personalize it a bit. 
You can go fo some php-nuke or some other content management software that lets you to easily create websites. Other popular forum scripts are also available link phpbb,smf...
