PHP EDITOR? What is it?

I am a beginner to Perl programming. I need to know how to use that knowledge for PHP! Also, whats a PHP EDITOR and how can I use it for web applications for example can I make a photo album in PHP for my website using it?

Please explain in detail. Also which is the best editor I can get my hands dirty with. I need a free editor at first to test the waters.

You can basically use every text editor for programming in PHP.
For example, you could even use notepad - but I wouldn't reccomend this to anyone.
I´m using Scite and happy with it. But you should search the forums, there have been many topics about PHP editors.
