If by 'topic area' you mean subforum we can't and won't. If you mean anything else you'll need to say 
Also do you think theres anywhere enough people to substanciate the need for a topic area? At the moment it seems to be more than adequate with a few related topics.

Since I've been on the perusing the forums I can probably count the number of posts about Ruby on two hands.
I think the extra click would make the forum less coherent and offer no advantage of just posting in "others."
C (and its brothers) are probably the most common language outside of web development and it doesn't even have its own subforum.

Just create a new topic in the "others" forum. If we feel there's a need for a new forum. it will be made.
