Do you mean internet server? if you want one just for practice download Xampp if you want one to be setup properly you would need to setup apache and all other compenents properly (which takes time and skills)
there are lots of servers that you can set up. if you need a http server, try xampp. has php,mysql,perl and the related

I doubt that IIS ships with Windows XP. Maybe you are talking about the Personal Web server (much more like a super-stripped down web server) that ships with Windows...
Or only download APPSERV and open your modem port number of 80 now your PC Server. Write other user your ip number and see your c:\appser\www file.

I used to use Home Web Server before I downloaded Apache (I just use it for testing webpages before I upload them, so I don't have to be online.)

You can use Krasnal - it's polish program so you should know Polish, but Krasnal has contained Apache and PHP4 so you just install it, nothing else, no configuration
to publish it, its a good idea signing at www.no-ip.com
its very easy to do that... but you just need it in your pc, the appserver is good, in fact you can use both.
