If you want to use your website, you must upload it to the public_html folder. Once you've done that, all links will be accessible from http://yourdomain.frih.net/file.ext

If you don't put it in the public_html folder, users will not be able to access your files.

And no you don't need to upload your database to the public_html directory. The public_html directory is only for your files and is visible to everyone. It is what everyone sees when they visit your website.

So what is the problem you're currently having?

If it's the problem shown in the screenshot above, it's because you either didn't rename your start page to "index.html", or you've uploaded an "index.php" file (for example) and not deleted the existing DirectAdmin index file. If you delete this, it should work.
