Any Charset into Unicode?

I was wondering if they is a program that turn any Charset into Unicode(UTF- Cool

because My website base on UTF-8, and I havne't yet found any software to change any encoding to UTF-8(except Chinese to UTF- Cool

at least, I need Hebrew, and some eroupean encoding to UTF-8
can anyone find one for me?

The best software for this is iconv. It is included with any Linux distribution and it can convert any encodings to each other. Use man iconv for more information.
