I know you locked the other thread, but this just occurred to me a nanosecond after you locked it
Next time it happens, power off your router. Everytyhing dies including your ip address. Whatever it is will just go away and play with someone else's ip. I'd say ten minutes should do it; time to make a cuppa and drink it
