The short answer is no. Midi files are very small files that record very different things - like a player piano - than Mp3, which handles recording of sound by measuring waveforms in a mathematical fashion.
It would be a little like trying to play a music box with a violin's bow. It simply won't work. If you wish, you can recreate a song by doing a new arrangement (and brush up on your music theory in the process

You could try something like Widisoft (http://www.widisoft.com/) or one of the other MP3-to-MIDI converter programs. I've never tried any of them, though, so I can't tell you much more than that. Just try a Google search of "convert mp3 to midi" and see what you get.
