phpBB if your unwilling to pay money.
Vbulletin if your willing to get suspended (and banned from getting another account, i think) for using a cracked version.
I guess you get it.
Just use SMF and you'll be fine 
Yes you can just have a forum, I advise you to use a free board, dont use a cracked vbullitin as we always know, it's plain obvious and will get your account suspended. 
If you don't have experience with boards,use phpBB2 or SMF.If you have experience,use IPB 1.3 Final.That's the good choices,if you don't wanna spend money.

macgyver, I think he was right. And I thought phpBB is similar and easy than the others. 
phpBB is the hardest, because you have to modify the PHP code all the time and you have a lot of bugs.
SMF is the easiest because it works on packages, if you want to install a mod, you just apply a ready tar.gzipped package and you're done.. in phpBB you have to mod everything by yourself and waste time.
Your choise though.

I use easymod too, but for only the php files. For templating I do it manually as mine is a super fragile template

As in one mistake and the thing screws up (gen and gensmall, etC)many free forum now !!
You can try : punbb, SMF, Woflab,...
But with paid source i like : VBB
