Australia has moved to protect national airline Qantas by shutting Singapore Airlines out of the lucrative trans-Pacific routes and maintaining a cap on the airline's foreign ownership. But Transport Minister Warren Truss left the way open for a merger between the two successful carriers, saying consolidation within the industry was inevitable. Announcing the findings of a national review of airline policy which began last May, Truss said Australia viewed an open skies policy as an aspirational goal.
