Yes, try (Windows OS) - Windows Movie Maker. It will save some small size picture files for you when you pretty the picture button. Unfortunatly there is no control over resolution but it is good for thumbnails and other small picture things. This should have come with your computer - if not check download.com
You can use Windows Media Player to capture a screen shot too. Or are you trying to capture a whole clip?
In order to do a screen shot in WMP, just make sure hardware acceleration is off and hit print screen -> paint or any graphics program -> and paste. Then crop out the unwanted stuff.
If you want to capture a clip, your best bet would be to use virtual dub. It's a free and powerful program.

You can do it with Adobe Photoshop or Adobe PremierPro too & I've found the quality of frame capture better in those than using Movie Maker.
BSPlayer works too, just it tends to do a hostile takeover of your PC
