bandwidth and server resources sucking

I've been working on a lamertraping system on my localhost, to prevent the site's downloading, but it's a damn bandwidth sucker. Let me explain what it does.

Basically, if a specific session variable is not set, I -via php's header() function- call another php that calls himself 250.000 times -via the same function-. That would provoke the downloading of 250.000 empty files, and annoy the downloader enough to give up looking for the file. BUT it sucks a huge lot of server's resources and quite a lot of bandwidth.

Am I allowed to upload this thing?

No sorry, this really isn't allowed as it might crash the server. The chance that someone wants to download your website is small and if a normal visitor can see your page then tha visitor already has your page anyway.
