Where did this error message show up? The balloon in the system tray? If so, this is a known maulicious program itself - if you click on the warning, it'll take you to a site that will sell you the removal program. The program is spyware itself though, and only makes matters worse. It's a con and will cost you money.
Unless you use a spyware scanner with an "Auto Protect" feature (like in Microsoft AntiSpyware) then you will never get a system error reporting spyware. You should get Ad-Aware, MS Anti-Spy and SpyBot and run them all to remove the spyware. They are all free and they will actually work.
I would also suggest strongly that if you don't already have them, you should get an Anti-Virus program and a Firewall. There are some fully functional free versions like AVG Free Edition and ZoneAlarm - they will offer you protection from similar and worse problems in the future.

Looks like u've got spywares and adwares in ur comp.There even maybe viruses.
First do an online Anti-Virus scan.Check any of these links for a free scan

With just that information, how can anyone help you? It's really impossible. Can't you just spend a bit more time explaining the problem?? Another thing, there's no such thing as 'System error #3849'. Sypware doesn't usually interfere with the system.
I think youll never get such errors with windows . I think this message is from a backdoor programm or something else... check your pc for things like that with AntiVir (www.freeav.com), It΄s my favourite Virus Scanner
