I got all three of my domain names from www.dnbuy.com for $8.97USD/yr. I paid via Paypal from my bank account. No other registrar that i tried would accept Paypal without being verified with a credit card. The only stipulation that they have is that you have to register for 2 years if you use this method.
BTW, most registrars will also accept a cheque in the mail.
