dont hold me to it but unless u are doing something with cities and/or civilizations id say that you could delete them

Those files are created when you use the WYSIWYG editor in cPanel. They are basically temporary files used when you are actually editing the page. They can be safely deleted (as they're only temporary, once you're finished editing, they're not used anymore).
