Article directories are places where you submit your content to in the hope that sites syndicating content will have a link to your site. So I wanted to know what is the value of submitting to them in terms of pure PR value?

They can be very interesting sources of targetted links. If you have enough time for it, then yes go ahead. By the way, don't do it for pr, but for the links and use good anchor texts. The pages will most likely only become pr2 or pr3, at most.
