Cost per lead is a paying visitor coming for your site. Or well yeh, paying...
In some occasions it is counted as a new registration as well. So basically if someone clicks the ad, signs up on the page or buys a product.
Cost per leads usually pay out nicely, like 20% from the product price or so, but they are very rare to happen unless you truly link to something which has to do something with your site.
