Mod's cannot ban members so all members who are banned have been flagged by a mod and then verified to be a spammer, (something else bad here) and banned by an admin. This ensures each users is seen to be causing trouble by at least 2 people and from all levels of the frihost staff (mod -> Junior admin -> admin)
