President Power Grab; leading to Martial Law?

Under these requests the President and his office would gain controll of $69.1 billion in addition funding from just the Dept. of Transportation and the Dept. of Treasury. On top of the funding he has direct control over per his duties as Commander in Chief.
The total funding that will be directly under the controll of the Presideny:
$419.3 billion=Dept. of Defense
$ 57.5 Billion=Dept. of Transportation
$ 34.2 billion=Dept. of Homeland Security
$ 11.6 billion=Dept. of the Treasury
$522.6 billion in funds for the President and the "WHITE HOUSE"
This does not include the unspecified "independent agencies" Stated.
The President has also requests 10% more Authority in several agencies comprising of a slew of Public interest and National Policy forming agencies as listed above.
So the President and his corperate interests have more:
CONTROL OVER PUBLIC POLICY and,
Conrol OVER an INCREASED PERCENTAGE of the total BUDGET
Now for the Really bad news:

Since 2005 the office of the President has (or requests)

1) Raised overall Defense spending by 4.8 percent, or 41 percent since 2001.
2) $35 billion more between now and 2011 to reorganize the total Army forces and increase the number of active Army combat brigades by 30 percent.
3) $3.5 billion more between 2006 and 2011 to implement the Global Posture Initiative, which will increase U.S. responsiveness and allow for the return of 70,000 U.S. troops from Cold War bases.
4) $1.7 billion for unmanned vehicles, which perform hazardous tasks without risking the lives of soldiers, sailors, airmen, and Marines.
5) An increase of $555 million for the Federal Bureau of Investigation, an 11-percent increase over 2005 levels, and a 76-percent increase since 2001.
The Question here would be with whom does he plan on going to war with,
1) by bringing back 70,000 troops
2) incresing the number of active combat birgades by 30%
3) increasing All funding and manpower for Federal police agencies such as the DHS and FBI,
The use of "un-manned" vehicles, wielded by the President and the Office of the White house have serious and new ramifications; especialy considering the presidents recent view of Constitutional Law, domestic spying, police and Air marshals recent authority to kill, and a host of others
The logic behind increasing troop levels with new recruits, while closing bases overseas and bringing those troops back to American soil, is the most concernig issue considering the fact that:
1) the WARS in IRAQ and AFGHANISTAN are almost to their end
2) the US remains the only "superpower" and
3) our militarty capabilities already far exceed any other nation
4) tyranny remains in few places on the Planet, except for the US itself.
The questions raised above and the proof offered by the President and the "White House" in the 2006 Budget; make you wonder if an imminant threat is on the horizon. Comming to one of three conclusions:
1) Everything is on the up and up and the President and the "White House" are truely operating in the citizens best interest.
2) The President beleives that invasion is comming and our natural borders can not protect us, therefor defense of and fighting for our nation against a forign country on our own soil is coming.
3) The President and the "Office of the White House" are colaborating with big business and foreign investment for the destrution of civil liberties for their own Greedy prospects:
a) The President and his cohorts are bringing back the Military from
overseas and swelling the ranks of the military to stop any and all
Dissent voiced by US citizens, through the eventual use of Force.
b) To use this new Power, Funding, and military strength to ensure
their reign as tyrannical oppresors of civil liberties, and render the
people defensless of opposing thier government sanctioned bondage.
