If you get the mpeg into flash, you can export it as a gif. Otherwise, I don't know.

Isn't MPEG video ? I don't exactly think that you can turn video into a GIF file. Might be possible to compile screenshots of the MPEG into an animated GIF, but for a converter, I'm not exactly sure if they're around.

Yeah, I agree with mike, mpeg is a video format....you can't turn a video into a picture unless it were animated.

You can use VirtualDub (http://sourceforge.net/project/showfiles.php?group_id=9649&package_id=9727&release_id=401106) it's video procesing application and it can save frames witch you select as a pictures.
