about cgi setup

my url :huajun.frihost.com

When I setup cgi program, i found register success,but not user account created in /cgi-bin/user directory.When i transfer a cgi files for a user account to /cgi-bin/user directory ,then login ,but show not regesitered ,so that my user no way to login.

login program is getin.cgi,
registered program is reg4.cgi.

Plz help me.
