is there a script you can create and install on a game server so you can make an admin note saying something every 10 minutes or so?

im not sure if there is a generalized script for that. but in a particular game, you can display admin messages to the players regularly. check for help on the game's site
people dont help about these sorts of things, i know you can write scripts and put them into game files which will run them on the game server, but i dont know php scripting.
We can help, but at least we have to know what game...

if your using a certain program to admin a server you can. For example like in Freelancer you download a program called Ioncross and set it up with that. Search the internet for a program.
I do remember there being some server scripts which loaded the line out of a text file on the same server. If that is what you mean you could write a php script with which you can change the text in the file. That way an admin could adjust what is being said on the server without resetting the server or anything.
But generally if things like that are available there's a web admin with the same server software as well.
