Which code-base you want it? PHP or what? With MySQL or without MySQL? It depends of that...

I have a script, but all it does is outputs the data, look for a referalls system, they can generate you users two 
maybe its possible to make index.php where you can write link and desciption of that link and the page saves that information to *.txt file?
