When bondings needsmods he may publicly advertise positions, thats how i got in however recently other mods and admins discuss if any are needed, how many, where for and whos suitable. Generally we/they look for people who post well, actually contribute to the community and are active (not just those 3).
If you want to be a mod I would sugest being a good member and eventualy if new mods are needed you'll be suggested  NuniPio
