News Article: Doctors warn Malaysians against self-medicating

According to this news article,

-- extremely dangerous drugs that can kill you can be bought over the counter in pharmacies in Malaysia without proper prescription and documentation
-- chemotherapy and targeted therapy drugs for cancer were being sold over the counter in some small retail pharmacies without doctors’ prescriptions

I didn't know that such drug medications are readily obtainable in Malaysia. How does one become a "self-doctor" in such serious illnesses as cancer? Anyway, the sufferers can't be blamed in the cases mentioned because in Malaysia, private health care is expensive and therefore people crowd the public clinics and causing long queues. I wonder how/what the situation is like in other countries?
