you don't really need an idiot, this is just a very simple computer game.
I once made somthing simular using compound marquees: it only moved, it didn't actively avoid the mouse.

ex:
<marquee behavior="alternate"><marquee behavior="alternate" direction="down">(object that will move)</marquee></marquee>

you can play with the speeds and directions to tweak it.
you can even put more marquees to make the motion more erratic.
