Winter predictions for the northern half of the USA

This winter, do you think the northern part of the USA will experience another season of extreme winter weather AKA "The Polar Vortex" with nearly daily record (or near record) low temperatures?

If the Polar Vortex weather does return as bad as it did last year, does it help prove or disprove "Climate Change" a bit? Seeing that the climate didn't actually make any changes over last winter.
