sorry this might sound a lil aawd, but can some body tell me a link where i can how to make those cool banners, with crazy backgrounds and pictures etc
You're right, that's an incredibly odd question...
Those "banners" are nothing but imagefiles. Some of them gif's, some of the jpg's, but all of them images.
As far as making them....that's very, very basic PS skills. I would suggest you go through a very basic photoshop learning tutorial. You can find links to them above you here. All you need to learn how to do is some basic image manipulation, and understand simple layer techniques, and maybe some layer effects if you want to be a little cleverer.
A lot of the links I posted above are for more advanced topics, like creating realistic flame effects, using grunge brushes to create fire and smoke damage, etc etc.

??? Did you look at any of the sites listed above? There are a ton of tutorials there. I'm afraid that the only way of learning to do anything is to do research and read about the application. I cannot provide a step by step guide to doing it, as I don't know what level you're at.
I use Flash banners these days on my main gaming forum, but here are a few old style banners that I made, back in the day. These are all pretty basic banners, and going through the basic help in PS, plus the sites above will enable you to make simple banners/sigs like this.
