Imagine a country that have free elections to decide who's going to rule the country without restrictions for the rest of his life. When he dies a new election will take place, at least that's the plan, but you can't be sure the ruler will not have changed the law until then.

Would you call the ruler a dictator? I mean, he do have total power. On the other he has been chosen by the people so maybe he's just a president of a kind with a bit more power than what's usual. Is the country a democracy or a dictatorship? Or is it both at the same time?
