Cant Download File on my HOST

I have one directory of my host. dxhunter.frihost.net/sx1 and has 2 RAR file 18.3 Mb. but i have problem same people cant complete download these files.
18.3 mb. but people download only 9 mb. and cant open RAR files

What is the problem ?

I think the problem is at the client side. I have no trouble downloading those files.

Has a Problem %100 because I try same files zip, exe, rar upload and go to other computer and try download and do not complet download. Sample my Files about 5 Mb. but Download only 2 Mb. and Down file not working.
Also I try my work computer and give same problem and other friend. What is problem. I uplooad %100 file but not download %100 Damege file comes. Crying or Very sad

No problem to download program %100 OK. I give also last Error problem...

diference btwn bandwidth and discspace?
