Will having a caching plugin cause high server load?

I'm thinking of plugins like WP Super Cache.

When they cache the database, I'm afraid that it would suck too many resources and this would make me disobey the TOS.

Is it true? Please help.

Looks as though it has been designed to do the opposite:

The plug-in generates static HTML pages to visitors using less server resources than dynamic webpages. So speeds everything up and uses less resources.

I know that it generates static pages that speed everything up.

I'm asking about the time while the cache is being created. That would create a large CPU load, won't it?
