The best way to learn C is to go through various examples.These examples can be found at:

It is really a very good site for C learners.I got many programs from this site which I was writing on my own to learn C.This is a very great site.
Another site is:

www.boost.org - which gives lots of libraries.

Also why dont you give a try for Dev-C++ which uses GCC compiler in windows......!!! It offers many compilers.It is very good and may compete with Visual Studio also.Morever it is Opensource too.
Another notable compiler is MinGW.
