There are tons of free tutorials on the web. Try searching in google. Good luck and welcome! 
For a beginning you need a host to put ur site up.
And a good program to make your webstie in.
Like Frontpage or dreamweaver, a free trialverirsion of dreamweaver can be found as usual at www.download.com.
Then you should need to read the basics basic HTML.
Or you do as me, just play around in the program and learn to know it, and just test and test and test. I did that!
