I have seen this before but the signup was automatic and wasnot working,
this is how it works you put a a txt link on your website to a file you get from me called somthing like links.php you then up load this to your server, you then send me your site url and i check it and add it to the list the more sites on the list the more popular your site will be.
Search engine spiders your site, and finds links.php link.
2. Search engine spiders links.php page on your server, and finds links (of other sites also uon the list)
3. Search engine spiders those other sites, and finds links.php link.
4. Search engine finds your reciprocal link on other sites' links.php pages. For every reciprocal link found, your site popularity increases

Reciprocal non relevent links are no use. If a page has only outgoing links, SE considser it spam and will not index it. Spam takes a mjor penalty from Se today. SEs algos are very coplex today and if you have any idea, dont try this.
